Job Description
The Advisor will be part of a team that is responsible for supporting a portfolio of 6 applications with the potential of building new systems from scratch based on business needs and priorities. The Advisor will be responsible for leading the research, design, development, testing and deployment of applications using MVC, ASP.Net, C, AJAX, HTML, XML, Java Script, VB, Microsoft Business Intelligence, Angular and other Open Source technologies to support the PBM Direct Member Reimbursement Business Unit. The position requires strong attention to detail with excellent communications skills. This position is a combination of developer and application end user support responsible for total ownership of end-to-end support of applications in all phases of the lifecycle.

  • End to end ownership of the project, including gathering inputs from leadership and partner teams, roadmap planning and prioritization, promoting best practices, and mentoring and developing your team.
  • Exceptional customer relationship skills including the ability to discover the true requirements underlying feature requests, prioritize, recommend alternative technical and business approaches, and lead engineering efforts to meet aggressive timelines with optimal solutions.
  • Ability to work on multiple application enhancements and production support items in parallel with timely project deliveries.
  • Willingness and ability to quickly react to user requests and issues that will distract from current development work.
  • Prioritize Incident resolution and RCA while maintaining development project deliverables and timelines while entering tickets into ServiceNow to track end user support metrics.

Preferred Qualifications

  • 5+ years of strong technical hands on development experience in one or more technologies such as MSBI, .NET, Angular, JS, MVC
  • 5+ years of hands on ETL (e.g., SSIS), reporting (e.g. SSRS, Power BI & Tableau) and Web (ASP/C.net) experience.
  • 5+ years of creating design documentation and architecture diagrams to be used during development phase
  • 5+ years working in and utilizing AGILE/SDLC methodology.
  • 5+ years of understanding and experience with DevOps practices to include creating and maintaining CI/CD pipelines
  • 5+ years working in a cross-functional environment
  • 5+ years of demonstrated ability to provide support on weekends and evenings during critical periods such as Annual Enrollment and Welcome Season, monthly /ad-hoc audit requests or data analysis.
  • 5+ years of demonstrated ability to support 24x7 on call support for application and user issues
  • 5+ years of demonstrated ability to quickly react to pager alerts, phone calls, emails or texts during production outages or issues including server down or SSIS job failures
  • 5+ Years' Experience in maintaining versions of source code using GITLAB or TFS for building and deploying the solutions to multiple servers.
  • 5+ Years' Experience in developing Data access layer using SQL Server 2012/2014/2016/2019.
  • 5+ years of working in a PBM IT role
  • 5+ years experience interpreting new and existing requirements from the Center for Medicare/Medicaid Services (CMS) to design and build systems to meet internal audit, regulatory, compliance and Federal Trade Commission (FTC) requirements
  • Experience working with Azure IaaS and PaaS based solutions.
  • Excellent analytical and problem-solving skills.
  • Ability to interact and work effectively with technical & non-technical levels within the organization.
  • Excellent organizational skills including ability to prioritize tasks efficiently with high level of attention to detail.
  • Ability to lead a project and oversee the work breakdown, distribution and delivery of required items.

Education

  • Bachelor's degree or equivalent experience
